I have been reading up on all the material I can, and I noticed a
discrepancy.  Specifically:

Policy Handbook

3.5.2.4.3.1 = Spears may not be more than 9 feet long overall.

Marshals Handbook -

VII.D.7 = Total spear length shall not exceed 12 feet (3.658 m).
