Your* first move in reviving Sea Wars should be to find an SCA group (below kingdom level) willing to sponsor the event. The group need not be in the same location as the event, but if the event site is within another group's borders, there should be coordination with them. Sponsoring an event, particularly a potentially large event such as an inter-Kingdom way, does not mean that the sponsoring group must staff or fund the entire event. Some of the event staff may come from outside the sponsoring group or kingdom, and the event staff must be able to ask for assistance from other groups.

I would recommend that you* consult with groups that sponsor mid-size warlike events with help from other groups, not necessarily inter-Kingdom, but definitely inter-Baronial or such, with attendance from multiple kingdoms. For instance, in Meridies, we have Castle War and Fools' War, in Trimaris, Panhandle Skirmishes. The sponsorship of Border Raids alternates between groups in Meridies and the Middle Kingdom.
