That means that at Society level, you can have 12' spears.  So you may run
into them at inter-Kingdom events or if you travel to other Kingdoms.  But
Atlantia limits spear length to 9'.

Kingdoms can be *more* restrictive than Society but not less.  Thus our KEM
could shorten spear length but not expand it to say 15' spears.
