[MR] rules

I don't know what rules you're specifically talking about, but think of it this way: would you rather wait until a kid gets kidnapped or hurt before a kid-safety rule is enacted or enforced?  Would you rather someone have to die in a traffic accident before a traffic light goes up at a dangerous intersection?  The rules and laws of our world have long been reactionary (someone runs off the road and dies, so you put up a guardrail so no-one else dies), and nonsensical and contradictory and restrictive.  Some people are trying to change this so that rules are put in place based on forethought and consideration of potential issues, rather than some knee-jerk response to tragedy.  This is a sea-change in our society at large, and I quite like it, although it is meeting some resistance.  Just a thought.
