[MR] handicapped services and changes in chirurgeoning for next pennsic

The directive effecting the Chirurgeonate and EMS regarding transporting injured fighters without armor not attached to their person came from a higher authority.  
Both groups expressed dissatisfaction with the decision up the chain of command.

Handicap Mobility Services is a seperate department.
