[MR] rules

These rules usually pop up because of some sort of
incident or near incident.  We had a kid selling
papers and we invited them into camp.  The kid said
"I'm not allowed to go inside a camp".  I suspect
that's a new rule but I consider it a good idea for
multiple reasons.

I also suspect there's a whole host of incidents that
instigate these rules that I know nothing about
because those in service try to contain the drama.  I
have respect for that and hope to help out when I can.

I also wonder at the lack of respect towards our
volunteers when volunteer #2 says to volunteer #1 "I
have no reason to obey your rules because I've been
doing this a long time."  We should be able to give
each other a chance.
