[MR] High Table Guests

I've been a guest at high table many times. On some occasions I had
already paid for feast, on others I had not. On several of these
occasions my wife was also invited as is right. 

 Guests at high table are not, and should never be asked to pay for
feast. 

It's that simple. If they have already paid, then no big deal, if they
have not, no big deal. They are guests of the King and Queen, that
means they are guests of the Kingdom as that is Their right. 

If that means that we need to budget in the feast fee for twelve or
twenty guests into the site fee for every event, then that is what we
should do. 

I honestly cannot even believe that this is in question.
