I'm not going to comment on the rules change because I haven't thought it
all through yet.  I'd just like to say that my understanding is that we
HAVE had a rule about needing 2 adults (unrelated to each other) for child
related activities although that is probably for activities that don't
take place at an event.  I could be wrong but I seem to remember reading
about it a while ago.
