Alsandair:
The flip side of everything you just mentioned is that if I, as an officer
of a group, spend money on something for the group, I'm entitled to submit
it as an expense and be reimbursed. There's no reason a prospective Youth
officer couldn't do the same, and frankly I'd *expect* them to do just that.
And I'd further expect them to be cheerfully reimbursed by the group in
question.
