[MR] Dogs at events - Rabies Certificate

I can chime in that having dealt with one dog bite/child incident at an
event (a sapphire, might have been Emerald, Joust), the police took the dog
to the pound and informed the owner that it would stay there until the
question of rabies was solved... at the owner's expense. Since she was from
out of state, that was *very* expensive for her.

So having a copy of up-to-date vaccination records when you travel with a
pet seems to be a 'no brainer' as far as I'm concerned.

(BTW - thanks to the ever-barking dogs near our camp *this* Sapphire, I am
seriously considering skipping the wonderful event next year. No, the owners
couldn't be bothered. Their dogs were 'little darlings that never bother
anyone' and everyone who talked to them were Teh Meanies. I'm thinking that
real meanies would have asked the Autocrat to kick the noisy monsters
off-site... both them and their owners.)
