While it may not be feasible or even desirable for the
SCA to require and check each rabies certification, it
is still a good idea to notify event participants with
pets that they should have the certification with
them. I don't know the specifics of dog law as to
the liability of hosting organizations, etc. but I do
know that in Virginia, particularly with the recent
enactment of the "vicious dog" statute, that the OWNER
of said dog is very much liable for his dog's actions.
Basically, if my dog bites someone, anywhere,
whether it be at an SCA event or at a the local park,
I darned well better have proof of rabies vaccination
readily to hand for the local authorities. And I can
almost guarantee that if a child is bitten at an
event, with skin broken and/or stitches required,
there will be a report filed outside the scope of the
SCA.
