[MR] University bid deadline

Greetings from the Chancellor of the University of Atlantia!

I am still accepting bids for the February session of University,
however, I will be making a decision on Thursday night (that's 9/28) as
to which one I will accept.  The plan is to get the bid into Spike in
time for the November Acorn so people can start planning their courses,
etc.
