[MR] pre-reg and whatnot

It's nice to know that there has been a fairly recent change in the
financial rules concerning pre-regs. It may even spur me to pre-reg more
often.
The discussion on pre-registration has been interesting and as an
occasional cook and autocrat, I understand their usefulness.
Unfortunately, over the years, I have had too many bad experiences
within the SCA, with pre-regs being really mishandled, that unless I
know without a doubt that I'll be staying for feast, I don't pre-reg.
I have not noticed any advantage on my part (day-tripper, non-fighter,
not staying for feast) to pre-reg vs. just showing up. I don't get
through the line any faster, either way.
I also tend to prefer to pay with cash, rather than checks, and the USPS
tends to discourage that.
In the past, the refund policy has not been entirely clear. As others
have brought up, some events only gave refunds if the request was made
within a week prior to the event. Some events only gave refunds if the
event made money and still others said they gave refunds but in reality,
only after much badgering.
It would be a service to those of us thinking about attending an event,
to have stated clearly, at least in the on-line event announcement, what
the refund policy is, so that if we do have to cancel last minute, due
to sickness or whatever, that we know.
