[MR] pre-reg & porta pots

Just a thought:

In order to make sure events don't have twice as many people as  
sanitation conditions would warrant, perhaps it might be useful if  
there could be some average calculated for attendance -vs- pre- 
registration?  If it's possible to get that sort of record for say,  
two years or so, throughout the kingdom, then it might be possible to  
calculate on facilities based on that.  There will, of course, be  
events that are a wash in terms of attendance, and ones which are  
attended beyond an expectation.  Different averages might also be  
calculated based on the nature of event (Crown -vs- small local  
event, for example). Of course each individual group should have the  
records necessary to run averages for their own events, too.   New  
events have their own set of risks, but if similar events are  
running, say, 10% above pre-registration for attendance, it would  
give the autocrats somewhere to start when ordering porta-pots.
