Refunds? It's not up to the autocrat or baron or seneschal or any particular
local member on whether to give refund or not. At least, not any more.
Atlantian book of Policy, effective May 2006, states:
5.5.1 All groups will have a financial policy that meets the Society
Branch Financial Policy Guidelines and contain the following information:
... and a REFUND POLICY.
So whether or not a group gives a refund in a particular situation is up to
the group policy. This is to help groups be consistent in dealing with the
people around them - eliminating any risk of giving refunds to only the
people they like, ignoring others.
Some groups have a policy of "no refunds!" which some of us exchequer types
try to discourage; but it is the group's choice and policy. Most have
policies of "if we sell your feast spot... we give a refund...if asked for
within x days of the event." Which is much more reasonable and encouraged.
Groups should be posting their refund policies at the events. I have been
recommending that groups with web sites post their refund policies there
too, and refer to it in event announcements. This is not yet commonly done,
but it seems like a courteous thing to do to let people know what to expect.

And wouldn't give out a single refund. Refunds are only given out if asked
for in a timely fashion. The day of the event doesn't count. If you don't
ask for a refund until the day or the event, or after the event, you will
only get a refund if the event made money. My rule was always, if I sold
out feast anyway, I would send a refund, otherwise I wouldn't in that case.
Now if they let me know in advance, I would send a refund.
