Yes, I agree. That's why I wouldn't suggest that 'It is for every
group or every event'.
However, I know that many Baronies have enough money in their coffers to
completely cover the cost of any event that they host, and do not rely
on the pre-regs coming in.
In those cases, one might get a better feel for the site needs, with
some verbal-email say-so's
