I'm far from an Exchequer, but my understanding is that this:

represents the current stance by the Corporation on Paypal payments
and related issues.  The Summary I'd give would be "No....and then
there's ACCEPTS."  A bit of follow-up research* indicates that at
least one kingdom, Northshield, is utilizing the ACCEPTS setup.
