this appears to be a hoax. there is no seperate Do Not Call registry for cell phones. there is an idea to start a national 411 (information) registry for cell phones, just like the one that covers your home phone. it is still in the planning stages. see this FCC bulletin on the subject...

this means that there is no need to sign your phone up on the Do Not Call registry as it is now, and will remain, illegal to make automated sales calls to any phone where the recipient pays for the call. since telemarketers do not pay people to read the phone book and dial numbers, you are safe.
