One last thing:

Thing is, pre-registering doesn't help this.   In fact, if everyone 
preregistered for every event they 'might go to', and then when they end 
up going doing, do to weather/life/etc, requesting a refund ...

Then the situation is actually worse.  Since the autocrat will be going: 
"WOW!  500 reservations!" ... and go whole hog.

And then get 450 refund requests the day of the event.
