I believe it is important to pre-reg. The "problem" of accepting payment before hand need not be done via PayPal (whom I have had unfortunate dealings with). http://feastoftheunicorn.com/ This is the website for information about Feast of the Unicorn that the Canton of Cyddlain Downs' webminister did. As you can see, it has a place to pre-register; this is interactive to the point of calculating and noting that a registration was done. Only thing that is needed to do is print out the form and send the check or money order. Most of the time the checks aren't cashed until after the event. If someone cancels a registration, send back or tear up the check (granted paperwork is involved, but what is a little paperwork to make certain the event runs smoothly?). You could also say "no refunds after x" (x= a suitable date when refunds would be infeasable).
Just my uneducated (about the exchequerate) opinion.
