[MR] Importance of pre-reg

I'm sure an exchequer will explain the SCA's take on Paypal, but let me
offer a quick comment while we wait for them to stop twitching
uncontrollably.
One issue with on-line reservations is that it costs money to accept a
Paypal payment, so a group that wanted to accept Paypal (if the SCA
eventually determines that's okay) would have to either account for that
cost in their event budgeting or charge some sort of "convenience fee" for
registering on-line, to make up for that expense. Since several groups
offer a *discount* for pre-registration, I'm not sure having it actually
cost *more* would be beneficial.
It might be nice for larger events, where the budget is such that tacking
those fees onto the budget would be preferable to having far more people
show up than had been expected. That is, I can't see it working for a
baronial birthday or other fairly small event, but it could potentially be
useful for a war or a kingdom-level event.
