The problem with this is the refund.

I usually pre-reg. and rarely cancel. The last time I cancelled (a least
a week before the event), it took 6 months and several letters to get my
money back. They were so nasty to me. 

Thankfully for the autocrats I really do believe in pre-reg. or that
would have turned me off.
