Sure, it could.   But it would be a lot stronger if it's followed up by
communication directly to them.  Partly because anyone can spout off on a
mailing list--a letter to a kingdom official or bringing up a point at
Unevent shows at least a little more forethought and implies that you're
more serious about it.
