[MR] grossly off topic US Literature question

Please excuse me for getting this far off topic, but i
have a question i can't seem to find an answer to.

i am trying to find a short story about a person who
was kicked out of the USA by a judge. i seem to
remember that he ended up sailing around changing
ships before they came into US port. 

this story was referred to in Richard McKenna's novel,
The Sand Pebbles. it was a story that Shirley was
teaching to her class when Cho Jen objected to it. i
seem to remember reading it as a child and not liking
it. i was hoping to read it again and see if it made
any more sense.
