I would say it's up to Their Excellencies.  In some cases, Their Excellencies may want to do it, in some cases they may not (if they've got too much else to keep track of, etc.)  I would suggest that they decide soon which way they're doing it and be consistent so that their decision isn't perceived as a political thing.

Usually there's a little bit of networking in the room as people determine who is highest rank, so letting a couple of local senior peers know TE's preference is a Good Thing - it keeps people from being confused or hurt.
