How I learned it was:

- when in a public place, bow slightly or incline head (as traffic 
  allows) to Royalty if they pass by or you pass by them; if seated, stand 
  first if feasible.

- when in a semi-public place (open pavilion), stand (if not already 
  standing) and bow to Royalty if they *process* by. If they are just 
  passing by, standing up is not needed, and less formal bows are 
  generally okay.

- Empty thrones don't count unless Court is very soon to be in session, or 
  in momentary recess.

- This goes for Kings, Queens, Territorial Princes and Princesses, and the 
  heirs thereof, if they're wearing their crown/coronet or other obvious 
  regalia of royalty.

- Landed Baronage of *your* home barony, and of the *host* barony, should 
  be acknowledged in passing when feasible (and if wearing their 
  coronets); in procession, practical considerations (such as how many are 
  processing) come into play; in court, a group acknowledgement suffices, 
  except for the baronage who's called you in, who gets a separate bow.

I'm not sure there is any single protocol across all of Atlantia, and I 
*know* that it differs from kingdom to kingdom.
