Actually it was never "published" to Society standards. Society
requires that an event have certain information published that is
usually included in the flyer (dates, times, sponsoring group, autocrat
info, fees, etc.). Further, Atlantian policy requires that directions
and a synopsis of activities be published. There was no flyer published
in the May Acorn, therefore the event was only registered and not
actually official. Had the flyer been published in the June issue then
there would be no problem but, as I said in another email, I suspect
they missed the deadline for submitting their flyer.
So, at no point was All Things Marshal actually confirmed as an official
event so it would seem that no NMS should be collected.

Ok, so the only reason it's coming up this time ...
Is because the Kingdom Newsletter DID publish the event announcement,
even though it wasn't yet an official event in the eyes of the Kingdom
(a convience feature that the Kingdom provides)
It ended up not becoming official, to the Kingdom's Eyes, because of a
lack of paperwork (or something else) ...
However, it is still an event as far as the SCA is concerned. Since it
was published.
So, it's a very specific case here.

NMS applies. If you publish a "suggested donation" statement or require
a particular donation, NMS applies. If you are charging for the feast
and not the site, but you can't attend without buying the feast, then
you have to pay money to attend, and NMS applies.
