for an activity to be considered official it must be published either in
an official newsletter or on a recognized web site.

However, in just finishing a brief scan of the rules, there is nothing
in Atlantian or SCA rules I could find defining what makes something an
'official practice' or not.
That said, common knowledge is that to make it official, it only needs
announced in the local newsletter.
Which I'm sure that All Things Marshal has been done. (That is,
announced in the Bright Hills Newsletter)
Also, The problem with 6.6.3.3 is that is, combined with the heading
above it together state:
The following activities are only permitted at official events: --
Fighting authorizations
Which is claiming they can only be done at official events. And which
goes directly against Kingdom Policy:
3.4.3.1 All armored combat authorizations will be held either at an
SCA event or at fighter's practice.
