[MR] Central War Practice at Hero's Portion

After confering with the autocrat, Hero's Portion will
now be considered a Central Region/Company of the Bay
War Practice. Please try to attend. 

In addtion, there will also be Assessment Battles in
June, and possibly an additional war practice in July
(stay tuned).
