I would be happy to answer here as there is interest.  The requirements come 
from the governing documents (SCA website) and our Atlantian Law.  One law 
that is particular to our kingdom but not to many others is that the 
candidates must be subjects of our kingdom...subject is defined in the 
Governing Documents as a resident of our kingdom.  However, Atlantian Law 
has a provision that allows the Crown to wave any Atlantian requirement but 
that does not apply to SCA requirements (6.2.5.1.9).  Also, as each 
applicant must be acceptable to the Crown...the Royal couples have on 
occasion in the past, set other additional requirements.  In the distant 
past I can remember requirements for event attendance and I believe artistic 
pursuit of some kind, for instance.

Our custom is that the Crown asks for Letters of Intent from each Crown List 
applicant.  These may be traditional mail or (in the last several reigns) 
emails.  There is no set text but the applicant does need to include modern 
and SCA name for the participant and consort and contact information 
minimum.  Membership information is helpful but the Kingdom Seneschal 
verifies memberships before the tournament and provides that information to 
the KMoL.  The Clerk of Precedence orders the list by precedence for the 
presentation of participants at the tournament.  Triton verifies arms.  This 
background process is why most Royal couples ask that LoI be submitted by a 
certain deadline, often a week or two before Crown.  That gives us a chance 
to verify out of kingdom awards for instance or help with last minute 
membership issues.  Their Majesties may however, accept a candidate even on 
the day of the tournament.

The list is Their Majesties.  In some reigns the list is released prior to 
the tournament and some reigns it is not as per Their Majesties' wishes.
