I think that depends on how well the individual
shelters are managed now that refugees are scattered
across the country. Sometimes such entertainment isn't
given to individuals but kept in a group toy box where
kids can share.  The one shelter I volunteered at had
a "schoolroom" where such things were kept.

I believe the point is, anything that can keep a young
child's mind busy during traumatic times is a good
thing.
