The state for which the event occurred. Just like if you speed in Alabama 
but are a Virginian you get charged in Alabama. Unless some other agreement 
exists between parties that stipulates a change in jurisdiction. Like an 
arbitration agreement. Both parties may agree upon a change in venue in 
court also. What I know from Business law class in college. Grin.
