[MR] registering events

Greetings unto the populace of Atlantia!

Registering events has just gotten easier!  SPIKE
(http://spike.atlantia.sca.org/) has been in place for some time now but
there was still a requirement for hard copy signatures from the
autocrat, group seneschal, MiC and MoL.  No more!  Now when you register
an even through SPIKE, the group seneschal will receive an email with a
password asking them to go to a website and confirm the registration is
for a valid event.  Once that confirmation has been done - your event is
official.  That's it.

I would like to thank Meistr Gruffudd ap Cadfael, our very hardworking
Kingdom Webminister, for making this change possible.  I would also like
to thank my calendar deputy, Lord Otto von Schwyz, for all his hard work
over the last 3 years in tracking those signatures (hopefully his job
will be much simpler now).

change in procedure there are bound to be one or two bumps in the road
and I would like to thanks everyone in advance for your patience in
working through them.
