"Cleaner than we found it" 

I remember that being the motto of every scadian. It is a motto that
works on a scale as well. From your own personal campsite, to the feast
hall, to the entire site. 
  
 It is also a motto that is in direct conflict with the popular notion
of "Not my problem" 

I can't imagine that a society that embraces honor, and therefore,
personal responsibility, would allow "Not my problem" to be tolerated. 

  However I don't think that is the root of the problem here. Problems
of personal irresponsibility are best dealt with directly, "My lord, it
is very impolite to leave all that trash at your camp site." 


 I think the question of 5% is aimed more at where the responsibility
of running an event lies. To me there is no question; the hosting group
is responsible for providing enough personpower to run the event. That
may mean that two smaller groups have to team up to hold an event. 

“You are a guest in our house”

A well-run event is a source of pride; it is a great credit to the
group that hosted the event. It is also a great deal of work, and if
the local populace is unwilling to do that work, the event should not
be bid upon.
  Site set up, troll, parking, feast crew, clean up, and any additional
jobs that come up are all part of running an event. I can’t imagine
that a bid would be submitted without considering how to provide those
personnel. 

  Now, the idea of, “You are a guest in our house” combined with the
idea of, “Cleaner than we found it” should make the running of an event
much less of an ordeal.  
  “You are a guest” does not release anyone from the obligation of
pitching in wherever they can to make things easier, but it should
preclude anyone from getting drafted into service at an event where
they should be a guest. 

 This is also the SCA, and service is a way of life for many of its
members. If you ask for help in the society, you are most often deluged
with responses. Want help moving tables after feast?  Just ask.  You
can’t stop some folks from serving, it is what they enjoy and many
people like that are eventually recognized for their service.  The rest
of us just try and help out where we can. 



 Anyway, this is just my SCA philosophy.
