Or as someone pointed out earlier, by Our comment "i.e. passed Laurel or by
our minds, have made a reasonable attempt", it is also not Too Late to get
started on getting your Device passed.  That is why we posted this some 6
months in advance.  We know that anyone started now would not possibly have
their device passed Laurel by Our Crown Tourney, but they would have time to
get it passed Kingdom, and that is what we are hoping for.

This idea is not meant to punish anyone for not having heraldry, but to push
them into getting some.
