Yes, you need 2 marshals and an MoL ... and while you might have a 
better chance of finding those at an event, finding the TIME at an 
event, is a different story.

Hence why practice authorizations have been allowed.   And in my 
experience, usually (at least in the Maryland area), it's rather easy to 
email your local Knight Marshal, say you'd like to get an authorization 
done at practice next week, to have him/her email stating that it will 
happen, and to have him/her bribe an outside marshal to show up for beer ;)
