For others who are wondering, SCA group funds can not pay the NMS for
individuals.  This looks to the IRS as a personal gift, and not something a
non-profit can legally do.  You CAN "pass the hat" and have individuals
contribute outside of SCA money management to provide individuals with NMS.

Regarding the debate over the waiving of the NMS, this is 
incorrect.  The site fee is discounted for W&M students, as 
opposed to the NMS being waived.  The College of Rencester 
will be paying for the NMS as a way of encouraging the 
participation of poor college students.  I'm sorry about the 
confusion.
