You may not be able to confirm the law in PA, but I can tell you for a 
fact that there *is* such a law in Maryland, no matter how much it is 
ignored.  It was the number one reason for me having to tell people 
"umpteen-billion" times that they should remember to remove their 
parking permit when driving... and I'm quite sure that they haven't 
changed that law since the late '80s when I was doing so.
