[MR] Smart Tag usable for the turnpike

And for those who don't have a SmartTag or EZ-Pass, and would like one, all of
the PA Turnpike rest stops now have a vending machine where you can turn in
your toll booth ticket and get a EZ-Pass right there on the spot.  No 
more pain
in the butt through the mail process.
