[MR] Crown Dseign Competition Eligibility

Greetings!

Some have expressed dismay that the Crown Design Competition is limited to
U.S. Residents only.  Unlike an ordinary A&S competition, where most of the
entrants are attendees of the event, or at the very least play regularly in
the SCA, we will be dealing with individuals who in some instances have no
experience with our organization.  Also, this competition is unique in that
Atlantia will obtain legal rights over the winning entry.   A public
international competition in which the Kingdom of Atlantia will take
possession of the winning design involving entrants form many nations raises
a whole host of legal issues which we are unprepared to deal with (possible
applicability of import-export laws, treaties governing intellectual
property transfer, etc).  Consequently, the choice was made to limit the
eligibility to United States residents to avoid the expense of dealing with
these issues.

This does unfortunately exclude our neighbors in some other Kingdoms from
entering.  The committee will investigate whether the eligibility may be
expanded to SCA members who are non-U.S. residents, but because of the
nature of the issue, it may be impossible to do so.
