[MR] Change in Laurel office policy regarding arms for Consorts

Yup. I'm not sure that this is the wisest course, but the current Laurel
team are in the midst of THEIR spate of "last minute rulings to put our mark
on the Society" like most of their predecessors.

(And, no, I'm not immune to that: mine were the Rules for Submissions and
the Administrative Handbook. [GDR])

P.S. I had not planned on posting this generally (as opposed to including
it in a circular to heralds) precisely because it has no real impact on
Atlantia, as Kwellend-Njal points out. Whenever proposals for separate arms
for the heirs have been suggested in the past (to follow the current Eastern
model, for example), it has been decided that Atlantia did not wish to do
this. And we will be able to register changes in the future if need be.
(And this has no impact whatsoever on the current change in process in any
case since that is scheduled for consideration in May, 2004, and this does
not take effect until two months later.

Note that the following does NOT affect Atlantia, as the kingdom
currently has arms registered for the Consort's use (and I don't recall
hearing any desire for a coat for the heirs other than the usual with a
label). Any future principalities that may form in the kingdom would
be affected.

This is cut and paste; any errors below are in the version I received.
