After looking at Virginia, N. Carolina and DC, it is only recommended that a limited power of attorney for temporary custodialship need to be notarised, not required. After checking the local hospitals-Cheasapeake Gen, Sentara, Bon Secour, and the Navy Hospital will not accept any form like this in terms of non emergency care. They go by the "Welfare of the Child" laws that allow life saving measures. Something non life threating like a fx bone or laceration they will attempt to contact the parents before treament. If they are unable to contact after three tries they document this and give treatment. (By the way, pain is now considered life threatening so a kid would not lay there with a broken bone and not receive pain meds.)
Now it may appear that I am trying to cause trouble, but I am just questioning this as per this trend I have noticied. The SCA is a worldwide organisation, so how can they require a form that may not be legal overseas. This is one of the reasons there is no SCA ban on smoking, how can you enforce that in countries that don't have laws on the books about smoking areas and secound hand smoke. (Like the French.)
They leave it up to each Kingdom.

Mind you, I wouldn't consider travelling with a child who wasn't my own
without this form. What I'm wondering is - it's a private "contract" between
the parents, the appointed legal rep, and whichever medical institution that
chooses to honor it (for instance, Butler Hospital does NOT).
So why does the SCA, which has nothing to do with medical needs, require
such a thing for admittance to our events? Especially when the minor is a
member with a waiver already on file at Milpitas?
