Logic, or at least my twisted version thereof, would suggest that this is a problem with the post office that is currently handling the bulk and first class mailing. I do not remember having this problem in the terms of previous chroniclers (and please, chronicler, I am not blaming you at all in any way), but I know from toher experience that some local post offices routinely provide really poor outgoing bulk mail service, so I am wondering if it is a problem with the post office handling this for the current chronicler.
I know the chronicler asked for information about late arrivals a month or two ago, and I responded to that but have not heard anything more about it.

I can't remember the last time I saw my Acorn before the 15th of the
month. My December issue still hasn't arrived...and Phillip's got here
during the first week of December. It seems to me that the whole point
of a first class subscription (what Phillip has) was that it got here
prior to the first of the month...and the others are supposed to be no
later than the first few days of the month. Some of it may be the Post
Office, but I can't help but wonder why they have always arrived on
time...for us, for most of the 20+ years we've been doing this...and now
they aren't.
