[MR] Awards Recomendation Downtime

The awards recomendation site will be unavailible at 10:00pm today while 
I upload the latest version.  No other sites will be affected.

This is primarly a bug fix, but I have added the ability to save your 
recomendation, but not submit it immedeatly.

Downtime should be about an hour to an hour and a half.
