;-)  I'd sent that one to Sebastian privately this morning.
It was _Fallen Angel_ by Larry Niven.
Civilization was being destroyed by the environmentalists who misjudged Global Warming.  Global Warming was preventing the next ice age, and when they got control of the governments, they inadvertantly caused the ice age.  (And civilization wasn't completely destroyed yet.  Montana/Wisconson were both in the permafrost zone, and some highways were completely closed due to encroachment of glaciers...)

There is a chapter in which a SCAdian household somewhere in the mid-west (or was it Arizona) shelters the astronauts for a time.  If I understand the story correctly (the story about the story), Niven had auctioned off a spot in one of his upcoming books at a SciFi Con, and a SCAdian won -- and wanted his/her entire household in the book.
