[MR] membership questionaire

I just took the survey, and i was wondering something.
what exactly is the proposal that sparked it? the
questions that made me wonder were the ones about
local branches and membership lists. does anyone
seriously think that it would be a good idea for your
local officers to decide if you were a member and
could then bar you from events? am i missing
something?
