The Flieg proposal, which prompted the Board to begin looking more broadly at options for funding and at the possibility of making fundamental changes in the "membership" paradigm, can be found here: http://xray.cchem.berkeley.edu/flieg2/allmember/PMPtoc.html  It's worth taking a look at before responding to the Board survey.
