[MR] Open Time Period for KASF Research Paper Competition

I should clarify.  I did forget there is no Tempore
Atlantia at KASF.  Since I forgot this I make the KASF
competition a completely OPEN Research Paper
Competition about any subject in any time period.

Planning it ahead of the event gives me access to
judges for such an open competition so don't be shy!!
