I believe that would be accurate.
Of course, you might have other consequences: like, your reservationists and
trolls cursing you for making them deal with partial dollars and coins.

Just out of curiosity...if an event charged say 1/2 event fee for children
under six and then gave a twenty five cent discount for 7-17 yr olds, then

That would be incorrect. Nor is it true that it always applies to children.
And thanks for giving me an opportunity to do a little education of those
who might be autocrats and trolls and parents out there!
The original BOD NMS implementation statement said: "(3) The NMS will not be
collected for minors for whom there is a discounted event fee." Note that
while it mentions minors, it didn't say anything about under/over 18. The
NMS is waived for those attending who receive a discounted fee due to young
age.
For this particular event, that means that the NMS is waived for children 12
and under. Also at this event, those 13 years of age and older are paying
full fee, so NMS continues to apply.
