[MR] Update to Kingdom Law & Policy Page

Good evening, everyone.

It has come to my attention that when I made updates to Kingdom Law &
Policy on April 1, I did not include changes made to the Policy of the
Clerk of the Signet.  Those changes were published in the August 2002
Acorn and should have been incorporated into the Book of Policy.  I
have now made those changes and you can find them at
http://law.atlantia.sca.org.

I also fixed an error in the Policy of the Minister of the Lists;
authorization cards are good for four years, and Section 4.6 of Policy
now reflects that.
